Please be advised that Effective from the morning of Wednesday 20/05/2026 till further notice it has been decided to prohibit the entry of all travelers arriving from or have been in the last 21 days to the Democratic Republic of the Congo and/or the Republic of Uganda into the territory of the Hashemite Kingdom of Jordan.
Jordanian citizens present in these two countries who wish to return to the Kingdom are exempted from this decision.
• Ensure coordination with Airport Health Authorities for any suspected cases.
• Maintain readiness to identify and report symptomatic passengers (fever, weakness, etc.)
• Apply existing procedures for isolation and referral when required.
• Remind frontline staff to immediately report any suspected case.
This measure applies to all types of transit passengers as well.
Further to the circular above, please proceed with taking the necessary actions to return passengers arriving from the concerned countries on the first available flight, preferably on the same aircraft if possible.
In the event that returning them on the same aircraft is not feasible and there is a long waiting period, please coordinate with the ground handling company to arrange the transportation of passengers to and from the isolation area at Hotel area (Marssa Hotel) until the departing flight.
- Bahrain
As received from Bahrain (BAH) Station regarding the outbreak of Ebola Virus aDisease (EVD) caused by the Bundibugyo virus in the following countries:
1. Democratic Republic of the Congo
2. Republic of Uganda
3. Republic of South Sudan
The Civil Aviation Affairs hereby advises Bahrain Airport Company to notify all airlines that non-Bahraini passengers who have been in the above-mentioned Ebola-affected countries will not be accepted for entry into the Kingdom of Bahrain via Bahrain International Airport including passengers who visited these affected countries within the past 30 days. This restriction applies solely to non-Bahrainis traveling from/to affected regions with active Ebola outbreaks. Bahraini Citizens arriving from
the above-mentioned Ebola-affected countries, or who have visited these countries
within the past 30 days, must declare their travel history upon arrival and shall be subject to quarantine measures in accordance with the Ministry of Health protocols.
This advisory shall remain in effect until further notice and may be updated subject to developments and any additional guidance issued by the Ministry of Health.
- United states (USA)
As received from the relevant authorities, regarding the Arrival Restrictions Applicable to Flights Carrying Persons Who Have Recently Traveled from or Were Otherwise Present Within the Democratic Republic of the Congo (DRC), Uganda, or South Sudan, please note the following:
Consistent with U.S. Centers for Disease Control and Prevention (CDC) May 22, 2026 Public Health Order, “Order Suspending The Right To Introduce Certain Persons From Countries Where A Quarantinable Communicable Disease Exists, effective immediately, the only travelers not subject to suspension of entry are U.S. citizens and U.S. nationals if they have departed from, or were otherwise present in, Democratic Republic of the Congo (DRC), Uganda, or South Sudan during the 21 days prior to their travel to the United States.
On May 22, 2026, the CDC and the Department of Health and Human Services (HHS) made a key update to the May 21, 2026, Interim Final Rule 2026-0527. The principal update is the applicability of 42 U.S.C. § 265 authorities for Lawful Permanent Residents (LPRs). Consistent with this Order, the introduction of LPRs who have departed from or were otherwise present in the DRC, Uganda, or South Sudan during the 21 days prior to their travel to the United States remains suspended.
This order is time-limited and shall be in effect for the order duration. Case-by-case exceptions may be made for certain alien crew and diplomats in coordination with the Regional Carrier Liaison Group (RCLG).
All flights carrying any U.S. citizens, U.S. nationals, or pre-approved excepted aliens with nexus to these three countries in the 21 days prior to their travel to or encounter in the United States will be required to arrive at the airports designated below where travelers may subject to enhanced medical screening by CDC. The CDC will focus public health resources to implement enhanced public health measures at those locations.

- Kuwait
As received from the relevant authorities regarding the public health interests and precautionary measures related to the international development of the Ebola
disease, please note the following:
Passengers arriving (directly or via transit) from the following countries within the
last21 days shall not be allowed to travel temporarily until further notice:
• Democratic Republic of the Congo
• Republic of Uganda
• South Sudan
This exclusion does not apply to citizens of the State of Kuwait. At the same time, health screening procedures at Kuwait’s air entry points shall continue to be implemented.
- Canada
As received from the relevant authorities, as per today’s announcement from the Public Health Agency of Canada (PHAC), the Government introduces temporary border measures in response to the Ebola disease outbreak to reduce the risk of the virus entering and spreading within Canada.
The Government intends to:
Suspend immigration documents for residents of countries that have a high or very high risk of outbreak of Ebola disease for the next 90 days beginning May 27, 23:59 EDT.
At this time, this includes the Democratic Republic of the Congo, Uganda and South Sudan.
This will mean that even those with a previously approved temporary resident visa, electronic travel authorization (eTA) or permanent resident visa will not be allowed to travel to Canada while their immigration document is suspended.
During this time, there is a temporary pause making decisions on applications for these documents from residents of these countries.
Implement an additional measure effective May 30 at 23:59 pm EDT until August 29, 2026, whereby Canadian citizens, permanent residents, persons registered under the Indian Act, and foreign nationals, who have been in these areas within the previous 21 days and do not have symptoms, will have to quarantine for 21 days.
If they do not have a place where they can quarantine safely, they will be provided with an appropriate location.
Travelers who have symptoms will be isolated at a hospital for further assessment. These measures are being implemented under the Quarantine Act.
Those who are already in Canada are not impacted by these measures and may continue to stay here for their authorized period of stay. As per standard procedure, these travellers were already screened upon their arrival by a Canada Border Services Agency Border Services Officers. Canadian citizens and permanent residents could still return to Canada and would undergo screening at ports of entry upon their arrival.
The Government of Canada continues to monitor the situation closely and will adjust these measures as needed based on available evidence, including the epidemiological situation in Canada and internationally. Travellers are reminded that border measures
- Lebanon
As received from Beirut (BEY) Station regarding the outbreak of the Ebola virus, please note the following:
Not to transport any passenger coming from the Democratic Republic of the Congo and Republic of Uganda, due to the outbreak of the Ebola virus, regardless of the documents they carry.
Lebanese citizens are exempted and can return to BEY.
- India
As received from the relevant authorities in India regarding the declaration by the World Health Organization (WHO) on 17 May 2026 regarding the ongoing outbreak of Ebola Disease (ED) in the Democratic Republic of Congo (DRC) and Uganda as a Public Health Emergency of International Concern (PHEIC), the Ministry of Health & Family Welfare (MoHFW) has issued standard operating procedures for health preparedness. Countries bordering the DRC and Uganda, including South Sudan, have been assessed as being at a high risk of disease transmission.
REQUIREMENT FOR AIRLINES:
Airlines having connectivity (direct or indirect) with Uganda and the Democratic Republic of the Congo including South Sudan must ensure:
• Mandatory filing and collection of the Self-Declaration Form (SDF) prior to de-boarding.
• Applies to all passengers originating from or transiting through affected countries.
“All travelers (passengers and crew), irrespective of nationality, will be required to fill a Self-Declaration Form and hand it over at the immigration/designated counter.”
“In case any of these symptoms develop within 21 days of arrival in India, the traveler should seek medical assistance from the designated hospitals and also inform the airport health office.”
- Thailand
As received from relevant authorities in Thailand regarding the Ebola virus outbreak, please note the following:
• Passengers and airline crew arriving from Congo (Dem. Rep.) or Uganda must enter at Bangkok Suvarnabhumi Int'l (BKK).
• Passengers and airline crew arriving from Congo (Dem. Rep.) or Uganda are subject to mandatory daily medical screening or quarantine for a maximum of 21 days.
- Tunis
As received from relevant authorities in Tunis regarding the Ebola virus outbreak, please note the following:
Passengers of all nationalities who were on these countries (Congo (Dem. Rep.), Uganda and Rwanda) during the last 21 days, will be subject to medical screening and possible quarantine.
- United Arab Emirates (UAE)
As received from relevant authorities in (UAE) regarding the Ebola virus Outbreak,
Please note the following:
Please be advised that the following instructions shall be implemented effective Saturday, 06 June 2026 at 14:00 UAE Local Time, and shall remain valid until further notice:
• All new visa categories for nationals of the following countries are suspended, including visit visas: Democratic Republic of the Congo , Uganda and South Sudan.
• Entry into the UAE is prohibited for passengers arriving directly from any of the following countries: Democratic Republic of the Congo , Uganda and South Sudan
• Entry into the UAE is also prohibited for passengers arriving from the above-mentioned countries through transit via another country.
• Passengers who have stayed outside the Democratic Republic of the Congo, Uganda, and South Sudan for more than 21 days before travelling to the UAE may only be considered in accordance with the applicable procedures of the concerned UAE authorities.
• The exception categories are limited to: UAE nationals, Diplomats and Major traders/businessmen from the Democratic Republic of the Congo, Uganda, and South Sudan, as identified by the concerned authorities.
• Passengers permitted to enter under the exception category shall be subject to the applicable health measures, including:
Institutional health quarantine
Medical testing at their own expense
Health monitoring for 21 days, as directed by the concerned authorities.
• The situation will be reviewed every Thursday at 10:00 by the National Committee for Preparedness and Response to Public Health Risks, and any further updates will be communicated accordingly.
• In the event of a suspected Ebola Virus case on board an aircraft, the aircraft operator shall immediately notify the Airport Operations Control Centre (AOCC) at Dubai International Airport and comply with all applicable health and operational procedures.
- Italy
Passengers and airline crew arriving from or who have been in Congo (Dem.Rep.) or Uganda within the past 21 days must complete a health declaration form before landing.
The form must be collected by the airline crew and handed to the health authorities upon arrival.
